Yeah, Steam version with mods. In SA1's case, each successive port makes it worse in some way, such as collision bugs, changed textures, fucked lighting at night, stuff like that. Mods can fix all that, and make the entire game look more like the Dreamcast version, which imo actually looks better in some ways. I also played with some quailty of life mods that made it more fun, like instant light speed dash, a mod that lets Tails follow Sonic when narratively appropriate and in post-game, a fast travel mod, and playable Super Sonic after clearing last story. Recommend using PkR's mod loader since it comes with most of the necessary mods anyway, and it's still being supported.

I don't know as much about SA2 modding since I haven't played the PC version yet. I do know that treasure hunting stages feel worse to play since it nerfs the radar to only track one emerald at a time, whereas SA1 let you track any emerald in any order. So at the very least I'd recommend picking up a radar mod for that game. SA2's ports just aren't as fundamentally fucked over as SA1, so comparatively there isn't as much that needs to be changed.
