As far as miniature wargaming goes, 40k is in the bizarre spot where it is the most difficult game to start as a newb, but also the only game played in many locations.

It might be worth trying to find out if other games get played in your area before trying to build and paint 200 models.

Also, don't buy the rules before buying the models. In fact, try to get away with not buying the rules at all. This may seem stupid, but it takes like 6 months to a year to finish an army, and keeping up on Warhammer rules costs roughly $100 a year.
