The article is saying the percentage that the wealthy pay is down. Of course, their overall dollar amount is still going to be high, but we aren't talking about that. Nor is the article.

because it literally does say that here , and then the article says they pay 24% and

24% of 1,000,000 is 240,000 (on the low end of what the richest make/pay)
whereas 25% of 65,000 (average US income) of is ~15,000 which is less than 240,000

I am talking about that, whether you are or not.
And that IS what the article says. Of course, they aren't going to say they pay 1& less income tax because that wouldnt be as sensational.
