Simple: fear of reprisal from the cops. Police are known to circle the wagons and laser-target anyone who kills one of their number, even if the dead one was the most corrupt and criminal cop to ever live, and they are afforded a great deal of legal protection from the consequences of their actions on a normal day. Chances are, even killing a cop in self-defense, even if the officer's target was otherwise completely innocent, would see law enforcement lose any restraint they might have had in destroying them.
