In her wikipedia page, "Tifa was designed by Tetsuya Nomura and was not present in early versions of Final Fantasy VII, as initially, the game was to have only three playable characters; the protagonist Cloud Strife, Aerith Gainsborough and Barret Wallace." Cloud was always slated to be the protag, it seems. Tifa was just made up later to balance out with Aerith.
