The Yanqing issue isn't that he needs his buffs to work, it's that when everything does line up for him and he has his fully protected buffs, that's what brings him up to baseline quality. He doesn't need all his buffs to be great, he needs all his buffs to be OK. Yanqing isn't going to matter until a new set paves the way for him like it did for Himeko.
