Those deviants are still gonna have deviant urges. If you eliminate the fake stuff, they're more likely to act on the real stuff. They're not going to stop being creeps because you say that they should. They might even just relocate elsewhere, thus having to track that new location down. If it's already in an established location, they could just keep an eye on it and go "oh, this one is a child, so it has to go." which is understandable.
