Will never get anywhere due to "hand outs". They work as free labor on basic tasks in construction with every 4 hours getting them 2 days in a government sponsored facility with meals, showers, room and board included as such. Up to 3 months can be banked before maxing out, giving them time to find proper paying jobs with insurance and such.
