we could just build nice place that were more like dorms in the 1980s, 1990s.

let residents come and go as they please, just like a dorm. let them lock their own doors, ffs!

have different sizes, and some family suites. most would be single-person dorm rooms.

anyway, that's a kind of good solution.

an easier solution, although not better, it could be implemented today in every major city, is to tape off tent "lots" in unused parking lots, and then run the entire thing like a dorm.
