There are puzzles in each room, but getting around the temple relies on the core water level puzzle. It's just not much of a puzzle. I'd venture a guess that whether or not somebody hated the Water Temple will have depended mostly on how often they got the water level wrong and had to backtrack to fix it. If you get into the groove of things, there isn't much backtracking and it's fine, but if you don't end up in that groove and have to fix your mistakes frequently, I can see it becoming a pain.
