Imagine if other countries decided to block any US platforms solely because of the poor policies of the US government and thus assume Americans are gathering data to invade them. That's xenophobia.
You yourself said xenophobia works on the nationality/ethnicity. Your example is other countries taking issue with our poor policy, not the fact that we're American. The CPD has long been a confirmed spy issue, and I don't get why you single out Tiktok as the one thing that isn't a risk.

Should Genshin Impact be banned because they're also owned by a Chinese company and have to fall under CCP laws and potentially have Chinese spies collecting data? Without actual evidence it's pure fearmongering xenophobia.

Again: You gave a definition of xenophobia, but none of your examples match the definition you give. There would have to be an issue with them specifically being Chinese. It's not that. They could be any nationality or ethnicity. The issue is policy, not the fact that they have x phenotype or y holiday.
