Thing is, that doesn't stop all kids. Fear of punishment works great on some kids, other kids not so much. People who don't have kids often expect kids to be a whole lot more reasonable and rational than they actually are in reality. For instance, I don't have a lot to worry about with my kid in the kitchen, she's not the sort to mess around in there, that said there's friends of hers that you need to watch like a hawk. It doesn't all come down to the parenting, you even end up with siblings where you have one that's responsible and another that's wild, you cannot discount a kids personality which has far more influences impacting it than just the parents.

I feel like there's a miscommunication, because it wasn't even a fear of punishment. I just... Knew I had no idea what I was doing, because my parents taught me, at a young age, how complicated the oven could be, so I never felt the urge to try something I didn't know how to do. I don't know the full context, but I feel like that was Dude's point. You have to teach your kids to respect the capability of something, so that they don't just fear punishment, but they also recognize the actual danger, instead of just blaming something else.
