They want to experiment with changing up the character to try and appeal to young girls of the time. Slapping a pink bandana on a fifth Ninja Turtle didn't work out very well. Different April O'Neil designs means girls and women have different outfits they can draw inspiration from. It's not like there's anyone else they can mess around with.
