I always have viewed America's educational system as the Hufflepuff of educational systems: it may not produce the smartest graduates, but it tries to ensure as many people get post secondary educational attainment as possible, as that was seen as the path to financials success and thereby social mobility for the longest time ,and it does a pretty good job at this, as we are very high in the worldwide rankings when it comes to this metric.

Other countries are much more selective on who goes into university and are much more into concepts such as tracking. Heck, there are countries that are quite content to throw people into the workforce before high school if thier grades were not good enough with the only university they may see being the inside of the university bathroom that they are cleaning. These things would never fly here for better or worse
