Them being in cahoots could work except that the computer in Vault 32 overseer room had a massive hole in it if I recall.

Thinking about it more, didn't she literally introduce herself as Moldave?
Not only should he remember as being a big anti-vaulttec person 200 years ago he would remember going to her city a burning it to the ground because his wife joined it. LOL

3- Perhaps she was with AVault Tec all along, learned of their plan, and decided to secretely start a movement against them.

I can see her raiding a vault and using their machine I suppose, but it would have to be done early on.

4- Working with Lucy's mother, Moldave would have all the information she would need to construct an elaborate ruse.

I can see this if they got in Vault 32 two years ago. But the timeline doesn't seem to work out. Didn't Lucy mom go to live in New Cali and Moldave was president? Then Lucy dad comes and burns it down and kill Lucy mom.
So then...Moldave would have to had entered Vault 32 after all this.
