Here's how to download and play those flash games offline. I don't have my laptop with me to test this right now so do let me know how this go TC.

Example:
https://www.kongregate.com/games/jlong64/soul-tax

1.) Go there and wait for Ruffle to load.

2.) Right click on the game window and select 'Download .swf'. That game for example is a 5,119,844 bytes game.swf file

3.) Download 'Flash Player projector content debugger' for your OS (Win/Mac/Linux) below. It's an official but discontinued app from Adobe.

4.) Run that flash player, no installation needed, and open your .swf file from step (2)

5.) That's it! Go and play your game.

As long as you can grab the .swf file, the adobe debugger should play it just fine. However do let me know if the method fail. Also I would suggest you download all of your favorite .swf games, just in case

Found a way to override the "unsafe" thing and play Soul Tax without lag. Thanks.
