That's how literally every military on the planet works, yes.

When you leave service in the U.S., unless you're retiring (20+ years in, getting pension, etc..), you go into the Ready Reserve for ~ 4 years and can be called back to service. It's probably similar in most militaries. Potential life-or-death situations occurring require contingency planning...

those other countries also make sure their veterans are educated and dont end up homeless
