Democratic countries with neighbors trying to murder them -- like Israel, South Korea, and Finland -- need conscription to maintain a strong army at all times no matter what.
Those in the U.S. and Canada have no idea how utterly blessed we are to not have such existential concerns.

Israel not only has active and ongoing conscription of 17 year olds: you will be called back to duty after serving your time.

In the US afaik returning to service is voluntary.
When you leave service in the U.S., unless you're retiring (20+ years in, getting pension, etc..), you go into the Ready Reserve for ~ 4 years and can be called back to service. It's probably similar in most militaries. Potential life-or-death situations occurring require contingency planning...
