A surplus in the budget wouldn't stop a school from closing for low enrollment, though. It's not closing specifically only due to lack of budget, it's closing due to... Low enrollment, and so they can't justify the budget to begin with. Sure, a higher budget would mean they could keep the school open longer, but it'd still ultimately be a waste of funds, if the enrollment doesn't justify it.
