No it's not stretching, that would change the speed of light for an outside observer and that doesn't happen.

That article sucks it's barely cogent and steeped in implication and bullshit without actually explaining shit.

It's more likely they just mis-dated the age of some type of galaxy or whatever or they don't know how telescopes work when peering that far into the past or there is a hidden variable that's unaccounted for.

Or they were wrong about the acceleration rate of expansion in the first place.
