No they wouldn't, they'll just raise premiums on everyone. Like they have been doing the past 2 years at massive rates.
When the law straight up requires your business to be purchased in order to drive a car legally, you can charge whatever you like!

The police were ridiculous here, they should be focused on locking these violent thieves up, instead they want residents to roll out the red carpet for them to avoid violent encounters.
I saw someone claim the same department also advertised their response time (22 min) publicly to "deter crime" and it basically just gave the criminals a precise timetable for burglaries instead.
