They coded in the GS Ball event to occur after becoming champion (by going to the Goldenrod Pokemon Center), which ends up with a Celebi encounter. It's only for the eshop versions of Crystal specifically; Gold/Silver won't get it. The Celebi is also not shiny locked, if you care about such things. You're going full original odds for it though, meaning 1:8192.
