You tell me the difference then. Deciding is making a decision for somebody, as the name suggests. Concluding is just a matter of figuring out what the most likely truth is based on observations. If somebody frequently orders pineapple on their pizza, you can conclude that they like pineapple on their pizza. You haven't decided that for them, you're just making observations. If they say they don't like pineapple, the fact that they keep ordering suggests that they're lying about that preference for some reason, so you're left to draw your own conclusion based on whether you believe their words more than their actions (or to collect more information to explain the discrepancy).
