It's a lazy handwave of actual policy and how useless Trump is. Clinton fell for it, Pelosi fell for it. Simply by ackowledging it, you've lost. Should be focusing on people finances, roads, schools, hospitals. If he doubles down on advertising his Student Loan forgiveness or reducing costs of medicene, that will win over people.
