Wouldn't be allowed here either, though I've heard plenty of stories of people doing it (not to that extent, but a few extras) by using other peoples' names or outright fake ones. Partly doable because vaccinations were explicitly made available even to people who aren't meant to be in the country (and thus no records) with a guarantee of nothing being shared with immigration enforcement. For that matter, when I got my booster (at a walk-in venue) I don't think they did anything to verify my eligibility beyond taking my word. As in like, they did ask specific questions (not just "are you eligible?") but no verification. Back in the days of vaccine mandates there were also cases where anti-vaxxers got other people to say they were them and get a vaccine so that they could get a vaccine pass.
