Pick a country, get free citizenship and then the first 4 to 6 years you not only get paid, but don't have any rent to pay and food is covered too, so then you just spend that time saving up to start your new life when you get out. Most people are only familiar with the (rather terrible) movie rather than the book. Citizenship was only earned after your term of service, however long that service was. For those not fit to serve in the military, other life-threatening duties could be found: hostile environment construction, medical experimentation, etc. The point was that no one who wouldn't risk their life for the state deserved to vote or hold office, and the state was constantly in a world war level of conflict such that many who signed up for service didn't live to get citizenship.
