Polka Dot Man, Peacemaker, Kiteman, these characters get popular because they're D-List trash, and they can become B and A-List because of it. The absolute worst someone can be is C-List. Not enough popularity, but no irrelevancy irony factor to boost off of. Characters people know but nobody actually cares about.
