for this one uh... only 3 feel like locks: Lugia Suicine Togepi Lugia is box art legendary + Pokemon 2000, which i will die on the hill of having one of the best movie soundtracks ever. but it was also right at the peak of Pokemon and i mean, it's a theater movie that did well. Suicine is Pokemon Crystal, the best known of the dogs, is an actual dog, and was always competitive. Togepi is anime and baby forms which were introduced here. it represents an entire new mechanic. last slot honestly depends on a mix of Smash, media, competitive play, casual play, anime, and general love with the fanbase. ultimately i'll give it to one of the most popular Eeveelutions as it kinda rounds out most of those categories, especially as Eevee has remained popular enough to still have a game of its own.
