Disclaimer: I'm in the same boat, struggling to find a job, but...

The most success that I've had is with employers' sites. I use a combo of the job aggregate sites (Indeed, Monster, etc.), searching for the biggest employers in my area, and searching for specific agencies/companies in my field, looking for their sites, and going to their personal application pages.

Applying directly through Indeed feels like a massive waste of time to me. I've applied to hundreds if not thousands of jobs that way, and I've only heard back from a small handful of employers. A lot of the responses I get within those are scams too (which is something to be wary of). I have a much, much higher rate of getting responses and landing at least preliminary phone interviews by using their personal sites.

Again, I'm still personally having my own struggles in that area and actively looking, mostly due to a fairly weak resume and probably weaker interviewing skills, but I think that's the best tip I can offer.

Oh, and ignore all of that if you just know someone at the company and can get a good recommendation. That seems to be the easiest route by a mile, but that's not always feasible.
