No, because local municipalities would handle it in different ways. Often a thief, either had to work off their debt or pay it off. While shit sucked, things were not nearly as barbaric as story books make them out to be. Technically in Roman times the pater familias had power over life and death of their children but it was rarely invoked because killing was still a bad thing.

What are we going to do with criminals instead exile them?

Depends on the criminal. Most can repay their debt to society by either literally paying money or community service.

What I'm hearing is that the violent crime rate doubles.

Most murderers aren't serial killers. Usually they kill someone because they feel stuck in a situation and think murder is the only way out. They aren't good people but most aren't going to run out and buy a machete and get to hacking.
