This is the key. That's why it's so believable how 17 got so strong, since... He doesn't have to train as hard as Goku does, since he could train for longer, since he never gets tired. And since he didn't take part in some of the bigger stuff in between, like Buu saga and so on, it's believable... He was training, even if at a lesser pace, literally the entire time.

I honestly feel like the Tournament of Power was done so well on many regards, since it shows stuff like Goku/Vegeta/Frieza's raw power, while showing that 17, who may not match them on raw power, had the intelligence to make his own power work, since he clearly trained, himself. And even Jiren recognized it. Jiren's issue wasn't that he underestimated how strong they were, his issue was that he underestimated how well they would work together, since he, himself, pushed people away in order to focus on becoming stronger.
