Fuck no. Franky is usually one of the guys putting in work in any given arc. In wano arc he saved usopp and chopper by one-shotting a number, proceeded to one v one and win his battle against one of the enemy executive's, and still had enough in him to keep fighting mooks and save zoro after his battle with the enemy's right-hand guy. Before that he carried out all of his goals in dressrosa and during the pre-major battle wano set up with repairing as many ships as he can and getting a map of the enemy's headquarters.

Like I said before the most recent thing he did was save luffy's ass from a strike from one of the five elders who had some weird devil fruit ability that causes people to not move.

Even after his goofy ass messed around in chopper's body in punk hazard he still made it for it by casually beating the ass of two of doffy's people that came to try to wisk away ceasar clown.

Sorry for the spoiler tags, I had no idea what is still considered spoilers or not, since, like said, I'm just NOW watching the anime and only up to Dressrosa.

This basically goes along with what I felt. It feels like Franky, while not super impressive or getting like, super awesome moments, just seems incredibly consistent, so I'm not sure I could ever consider him the weakest Straw Hat.
