I have not heard of this He's probably talking about those game systems people have been putting out for like 20+ years, where it has like 80 different older games in it because the people making them just straight up steal the software as if copyright didn't exist. The ones that are generally made by shady black market companies in China, and where they usually only manage to sell them for a few months before Nintendo/Sony/Microsoft/etc threaten to sue and they disappear (only for a new one to come out again a year or so later).
