If you own the Japanese version on Steam you get the English version for free when it's ready. I don't know what the status is for the entire Legend of Heroes series is. There's 2 games without official English releases for the series as of now. Kuro/Daybreak 1 and 2. That's it. The next game hasn't been announced yet.
