Dude is completely heartless and has the ridiculous Jojo writing to give him lots of ways to display his ruthlessness. He does have moments where he acts honorable would be the only knock against him. It says the other guy is driven by knowledge-- while Dio is driven by the pursuit of power I would argue Dio does a lot of extremely terrible things just out of hate with no actual purpose behind it but hate which to me puts him soundly above the other guy based on the write up. But yeah open for arguments. Don't know Bondrewd beyond the write up so if he has a lot of vile things not described there... --- No problem! This is a cute and pop genocide of love! ...
