The coffee is probably so hot that it's melting the lid of the coffee until it conforms to the rim of the cup and is longer capable of being taken off effortlessly. Since the lid now needs extra force to pry off then people grip the cup more and lift the lid harder, which causes the coffee to unexpectedly fly out of the cup and splash on the person which causes burns. So whatever temp the coffee is being served at that's so hot it's causing that process is probably the temp that it's too dangerous to serve it at.

Maybe Idk, i haven't really looked into it.
Yes, i think anybody would agree melting the lid is too hot
