Maybe where you live. Not in NJ. It was clearly stated in our store policy we had the right to refuse service to people who brought in animals that were not certified service ones.

It's a federal law. You are not allowed to ask to see papers, period. Your store policy likely means that if you have another way to find out they're not service animals, such as if you ask and they tell you, but you cannot demand they prove it with documentation.

You may ask:
Is the dog a service animal required because of a disability?
What work or task has the dog been trained to perform?
You are not allowed to:
Request any documentation that the dog is registered, licensed, or certified as a service animal
Require that the dog demonstrate its task, or inquire about the nature of the persons disability
