A person early in the country's history was convicted of conspiracy to commit treason for doing almost exactly this but wasn't convicted of treason itself because the army never mobilized and the plans fell apart during recruitment.

If the Jan 6 crowd was made up of foreign nationals, there'd be no question that we'd consider it an act of war. But it wasn't foreign nationals, it was Americans, and that makes it Treason instead.
You're right. Interestingly, those convicted of treason for the Whiskey Rebellion were pardoned by Washington. Not a tradition we should follow.
