to my understanding based on reading and irl conversations with locals during a trip to the rgv, the violent crime issues are mostly in mexico's border states, but things are not nearly as bad as in the 2010s. they're major travel destinations for americans due to high quality products and services (esp. medical and veterinarian) at lower prices, as well as very inexpensive real estate for expats settling in such cities, but also dangerous due to being transportation gateways to american markets which criminal enterprises occasionally fight over control of.

there's a conventional wisdom with respect to safety best practices in recent-historically problematic areas. some towns and cities are safe to visit, some are off-limits, some are safer during certain seasons and/or times of day (when the boomers flock in). it's ill-advised to travel with certain types of vehicles as well, or for visitors to travel with personal vehicles in such cities. for long-distance traveling to the interior (e.g., tx to nl), flight is advised over driving through tm.
