Churches? Not directly but they're tax-exempt so as close as we're gonna get. Do you think I feel any differently about them?

That's why I'm asking. I'm looking for a basis for this from something that already exists, instead of coming up with something unique.

Someone else said teachers are personally liable. If that is true, then maybe model it after that?

That said, is there something preventing civil cases against individual cops, where it would have to come out of their personal finances?
