For the same price point, generally. Headphones (especially circumaural ones) block out a lot more sound than earbuds by the simple virtue of physically covering your ears, so less noise gets through that needs to be actively cancelled. Earbuds let more noise get through to begin with, so the active noise cancellation process has to work harder to achieve the same level of noise cancellation, which in turn generally means you're going to need to buy a better (and therefore more expensive) set of earbuds to see similar results to headphones.
