A lot of the 'Nomura blame' comes down to the fact that the tech team designing Luminous Engine/Crystal Tools did a terrible job, so Versus XIII was being developed alongside an engine that was A) not complete, and B) not built to actually handle it. Historical record shows Tetsuya Nomura delivers games consistently and on time, for the most part.
