A cheat that's built into the game is part of the game.

A "real" cheat is a tiny scripted program that directly modifies the game's memory during runtime. Patches override the ROM at certain addresses, either acting as a middleman for the address space over overwriting the ROM. There's no technical difference between a mod and a patch. Me writing a program to flip a single bit could be referred to interchangeably as a mod or a patch. Patches carry the connotation that it's "fixing something", while a mod is used to refer to the same thing except it's "adding or modifying features".
