He was originally seen on the Great Bay stage in Melee which didnt return for Brawl. The return of this stage in Ultimate may be why Tingle is no longer an assist trophy. Another reason could be due to Riki being functionally similar. However, the two appeared together in 4. Tingle was the final character remaining to be in both Brawl and 4, but not Ultimate.
