Some of them are possibly joking (it's impossible to tell if they are or not) but some of the ones that go into detail are clearly serious. It's oblivious that Rock was joking: he is, in fact, what is known in professional circles as a 'comedian.' The problem is that him essentially repeating what many right-wing talking heads have already said with straight faces kinda deflates the humor, especially when said talking heads will now point to him and go 'You see? You see?!' In our contemporary post-ironic world, his joke is several years behind the times (which of course is perfectly on-brand for a guy who thinks G.I.
