it definitely does feel like they're hamming up the "problem" way too hard so they have something to solve for the anime's conclusion, but it hasn't absolutely killed the show for me or anything. i think it's kinda reasonable that anis wouldn't spark a revolution on her own, possibly upending a bunch of commoner lives in a civil war. the common sense of a feudal society is that royals rule with the assistance of nobles- they can't just be phased out suddenly in one generation or you risk a revolution and then a compromise that leaves the nobles with more power than before. even if the governing system is fairer, maybe because it's fairer- everyone with power invested in the current system would do everything they could to sabotage her and ruin lives in the process

yeah she can murder a dragon but that's an entirely different skill from managing kingdom subterfuge. that one guy at the party almost convinced the nearby guards to arrest her, she doesn't have absolute societalpower
