You get at least 1 artifact per 20 resin in domains (so 3 artifacts per 60 resin). In exchange for burning those 3, SBs give you a new artifact--ie, an extra chance to roll something good--while not requiring any resin (so it's like saving 20 resin). Sure the chance of something good is small, but you can't really do anything else useful with bad 5*s. You can use them as fodder, but then again, <5* artifacts can already be used the same way if you need fodder.
