An entire corner of Z'onn Z'orr is devoted to surviving his wrath, after all. But more importantly than that, the Spectre represents as facet of what drives Darkseid, much like each of the four main story arcs. The Spectre is wrath and vengeance personified, and a primary motivator of Darkseid's invasion of Earth is that pure, white-hot intensity of almost divine rage.
