Most characters have uses within a niche and can be made abyss viable with proper teambuilding. VERY few 4s are optimal. Also even just going by meta popularity you are really underselling Kuki who is not only the most popular on that list but the 4th most used 4 star in the entire game now, beating every launch character but the National 3.
