As great as Sinnoh was, the league left a lot to be desired outside of the epic Ash/Paul battle. That one battle was everything league battles should be, but because of the episode count it meant everything else was rushed. Tobias was created to do just that.

To be honest, all leagues "leave a lot to be desired". They usually aren't long enough and typically only provide one really good battle. Hoenn, Unova and Kanto didn't even do that. The M8 provided two. But either way, the strength of the showpiece fight goes a long way to deciding if a league is "good".

The Tobias fight was his best league loss. It's actually a pretty entertaining episode and it's weirdly the best Ash looked in defeat in any of the first 5 leagues, despite the scoreline. The Conway fight was also good stuff, one of my favourite underrated battles. I'd say Sinnoh was maybe the best of them.
